Following *Sikhs For Justice’s information-sharing and communications with Canada’s Public Safety Minister* concerning the Modi government’s continuing transnational repression, alleged assassination plots and foreign interference targeting Khalistan Referendum activists — including SFJ’s warnings regarding the appointment of *Mahaveer Singhvi as India’s Consul General in Toronto* and SFJ’s allegation that Singhvi is a *R&AW operative involved in surveillance and espionage operations against Khalistan Referendum activists* —
*CSIS, in its September 3, 2026 assessment, states* :
*INDIA — “SECOND MOST PERVASIVE” FI PERPETRATOR*
_*“India is the second most pervasive FI perpetrator in Canada.”*_
CSIS says India has the *“intent and capability to interfere in Canadian communities and democratic processes”* and that Indian foreign interference targets *all levels of government.*
*INDIAN DIPLOMATS & INTELLIGENCE OFFICERS*
CSIS states that:
_*“Indian officials, diplomats and declared or undeclared Indian Intelligence Service officers conduct FI activities in Canada.”*_
CSIS further identifies proxy agents and organizations that take explicit or implicit direction from the Government of India.
*MEDIA & SOCIAL MEDIA AGAINST KHALISTAN*
CSIS states:
_*“Indo-Canadian ethnic media and social media promote pro-India messaging to undermine the Canada-based Khalistani movement.”*_
*SURVEILLANCE — COERCION — THREATS*
CSIS identifies Indian foreign-interference practices including:
*• Monitoring and surveillance of community groups*
*• Threats to family members in India*
*• Leveraging visa issuance*
*• Travel “blacklists”*
*• Disinformation and media-influence campaigns*
*CSIS WARNING: OPERATIONS MAY BECOME HARDER TO DETECT*
Following Canada’s expulsion of six Indian diplomats and consular officials allegedly involved in foreign interference, CSIS assesses that the Government of India will likely:
_*“improve their tradecraft and operational security to make their FI activity harder to detect.”*_
SFJ maintains that its warnings concerning *Mahaveer Singhvi and alleged Indian surveillance and espionage targeting Khalistan Referendum activists must now be examined in the context of CSIS’s broader findings concerning Indian diplomats, intelligence officers, proxies, surveillance and media influence operations in Canada.*
*THE QUESTION FOR CANADA:*
With CSIS identifying India as Canada’s *“second most pervasive”* foreign-interference perpetrator, what measures are being taken to protect Canadians from foreign interference and transnational repression while Canada continues its engagement with the Modi government.
